In order to operate a recruitment agency or to function as a recruiter in Nigeria, the Labour Act CAP L1, LFN 2004 makes it mandatory to obtain a Recruiters Licence from the Federal Ministry of Labour and Employment. There are two (2) major categories of Recruiters Licenses issued by the Federal Ministry of Labour and Employment:

RECRUITERS LICENCE FOR DOMESTIC OPERATIONS
This Licence enables its holder to operate an employment agency in any part of Nigeria only. It does not permit the employment agency to operate outside the borders of Nigeria. To apply for this Licence, you should first familiarize yourself with the entire contents of the Labour Act, CAP L1, LFN 2004.

RECRUITERS LICENCE FOR INTERNATIONAL OPERATIONS
This Licence enables its holder to operate an employment agency in any part of Nigeria and for placement of Nigerians in jobs abroad. Because of the intricate nature of this type of business, holders of this type of Licence are to comply with a different set of rules for transparency and accountability. To apply for this Licence, you should first familiarize yourself with the entire contents of the Labour Act, CAP L1, LFN 2004.

Those applying for renewal of licence should also note that an additional requirement of submitting a Quarterly Report Form is mandatory.
